NCA Convention, Boston, MA
Peace and Conflict Division: Business Meeting Minutes
Submitted by Melody Hubbard, Secretary

Jessica Jameson, Program Chair, called the meeting to order. The minutes from 2004 were approved.

John “Sam” Keltner Award and Top Student Paper 2005: Jessica Jessica announced the new named award for Sam Keltner. He started the Peace and Conflict Division in 1987 in Boston, Mass. She read a brief biography of Sam and then announced this year’s Top Student Paper awarded to: Sandhya Bhattacharya, Pennsylvania University for “Muslim Identity in the Terrorism Frame: How the American Press Viewed Islam after 9/11.”

Legislative Report (Discussion Items): Rod L. Troester and Edith LeFebvre
Student Convention Fees: the assembly discussed freezing student convention fees at the 2005 level for the next three years
Accreditation for Undergraduate Programs: discussion about guidelines/standards for accrediting undergraduate programs. The guidelines are not ready to be adopted as more work and study is necessary.
Publishing Committee: Discussion of an open access option, we currently have a subscription-based model where the end user pays for the intellectual property. (NCA members get a discount.) An open access model would mean no payment for end-users, which would result in losses to NCA since currently, one-fourth of NCA money comes from libraries and non-member subscriptions. There’s a push in medicine and science to do this open access model due to the time factor of getting information out quickly. Libraries support open access, but publishers do not. With an open access model, the money for editing and marketing your own scholarly articles would fall on the author/s. Additionally, convention costs could increase dramatically since NCA would be losing one-fourth of these funds.

Boston NCA Census:
5,430 attendees at 2005 NCA

-25 panels were submitted, 17 were accepted
-In 2004 the call for panels asked for more extensive information, which resulted in well thought out panels this year
-In 2004 NCA gave our division 11 presentation time slots, in 2005 we were given 19
-Membership drive this year included handing out memo pads, flyers

John “Sam” Keltner Memorial Fund and Award Status: Jessica/Susan Holton
Jessica applied for a non-endowed award and learned that if we don’t spend the money we earn each year we would lose it. If we raise $5,000 in a five-year time frame our award can be endowed. Jessica discussed the idea of handing out pledge forms to get a sense of whether or not we could raise enough money to endow the award. Division members did not think we needed pledge forms. ?We understood that NCA will hold the money we raise and if we don’t raise the $5,000 by 2011 we lose the money. Additionally, we can’t solicit funds from other divisions. Susan recommended raising an endowment to preserve our history, honor Sam Keltner and to get our name out there with other NCA members.

Voted:
It was voted to establish a fund raising committee and an endowed award in Sam’s name. The following people signed up to be on the committee: Jessica Jameson, Rod Troester, Elenie Opffer, and David Natharius. Bruce McKinney volunteered to get a list-serve started through NCA so we can begin raising funds.
