  1. Brainstorm all possible costs and benefits related to the project
  2. Decide on time frame used
  3. Check literature for previous CBA studies.  Also check other states and localities.
  4. Monetize all indicators for study.  Review with Instructor.
  5. Collect data.
  6. Calculate the CB Ratio.
