Picking a Topic for Your Policy Project

Students have the option of working on a wide range of projects examining policy problems at the local, state, or federal level.  To get the most out of this class, students are encouraged to contact state and local politicians, managers, and political organizations to find a reasonable public problem or issue that needs analysis.  Whether you are working for a "real" or hypothetical client, your topic must address a real and substantive policy problem affecting the public or nonprofit sector.  Examples of possible topics include:
Perform a cost-benefit analysis of a transportation, redevelopment, economic development, beach renourishment, or some other type of  public works project
A number of state and local governments and the International Plumbing Code recognize that the optimal ratio of bathroom facilities for women to men in public buildings is greater than one.  Are North Carolina Laws governing bathroom facilities appropriate?
North Carolina is considering building a new bridge over the Cape Fear River and a toll road.  Should this bridge be constructed?
North Carolina is considering making selected highways toll roads.  Should I - 95 be turned into a toll road?
In March, 2004, North Carolina spent $1.2 million to bring 34 jobs back from India to rural North Carolina to handle phone calls regarding Child Support.  Should North Carolina change its laws to prevent outsourcing of jobs to other countries or to other states?
Cries for reform have surrounded the FCC's E-rate program.  What policy changes would you recommend?
It is well known that seat belts save lives.  What policy changes would you recommend North Carolina adopt to increase seat belt use?
There is a nationwide shortage of organ donors.  What policy changes could North Carolina make to increase its rate of organ donation?
Child obesity is a growing problem.  What policy changes could North Carolina adopt to reduce childhood obesity.
Many state and local governments have banned smoking in all public spaces including bars and restaurants.  Should Wilmington adopt a local ordinance restricting smoking in bars and restaurants?  Should North Carolina ban smoking in public places?
Critics of EPA's New Source Review regulations argue that they discourage firms from replacing exiting plants and outdated equipment that produce high pollution levels.  Should the EPA revise its new source review regulations?
In the aftermath of September 11th and ongoing terrorism threats, should the federal government create a national identity card and mandate its use for particular purposes?
During the last budget crisis, there were several proposals for legalizing a lottery or other forms of gambling in North Carolina.  Should North Carolina legalize a lottery?
Several states have banned the use of cell phones while driving.  Should North Carolina enact similar bans?
It is likely that the University of North Carolina will continue to face budget cuts from the state.  Consider alternatives for raising additional revenue for the UNC system through tuition increases.
The Individuals with Disabilities Education Act (IDEA) has produced an education system where per pupil costs for disabled students can be as much as 5 times that of regular students.  Observers have noted that the designation of disability is often being extended to low-achieving students to remove them from federal and state testing requirements.  Should North Carolina adopt policies to restrict who is classified as a disabled student?
Should North Carolina create a contractual arrangement that would allow same-sex couples to have some or all of the legal benefits of marriage?
Some local governments in North Carolina have experimented with year round school calendars.  Should North Carolina take steps to encourage or discourage year-round schooling?
There are several proposals for large off-shore wind farms.  Should the federal government take steps to encourage or discourage the construction of offshore wind farms by private companies or public utilities?
Should the Congress direct the Department of Transportation to change any of the major provisions of the Corporate Average fuel Economy (CAFE) standards?  In particular should sport utility vehicles be treated as light trucks or as passenger vehicles?
Should Congress allow a portion of the Alaskan National Wildlife Refuge to be opened for exploration and/or development?
Should the current moratorium on offshore oil and gas development be lifted to decrease the country's reliance on foreign sources of oil and natural gas?
Should North Carolina legalize the medical use of marijuana?
 Should the equivalent of a do not call list be created for email addresses to eliminate SPAM?
Students may also wish to consult the list of projects on  David Weimer's website for additional ideas, he is the author of Policy Analysis: Concepts and Practice.  You can also look through copies of old newspapers to search for policy problems searching for analysis.
